fix: send payload with playerLimit=1 when player has no homes.limit score

Previously, players with no scoreboard entry were silently skipped, leaving the client in fallback mode (1 home, no gray beds visible). Now the payload is always sent with playerLimit=1 so locked slots from maxHomes are properly displayed.
