scrollrebind
Allows binding a keybinding for the mouse wheel.

| /scrollrebind set <BOTH|UP|DOWN> | Binds a keybinding to a scroll direction |
| /scrollrebind unset <BOTH|UP|DOWN> | Unbinds the scroll direction |
| /scrollrebind enable | Enables the mod |
| /scrollrebind disable | Disables the mod |
Note: The hotbar scroll functionality will get disabled
